H&L reports Ltd was founded in 1993 by Dr David Hibbert and Dr Jonathan Lieberman in response to an increasingly large demand for high quality medico-legal reports. Drs Hibbert and Lieberman are senior partners in general practice and have 60 years combines experience in the assessment of injuries, illnesses (both physical and psychological), environmental and occupational health.

Over the last 20 years Dr Hibbert and Dr Lieberman have been advising and producing reports for solicitors, insurance companies and corporate clients regarding these areas.
